b) The facility shall establish a written plan that governs the transportation of children and youth outside the secure child care facility. The facility shall have the plan readily available for inspection upon request by the Department.

1. 1) It is the responsibility of the facility to provide secure transport of children and youth and to ensure vehicles operated comply with applicable motor vehicle laws, including insurance and inspection requirements.
2. 2) Staff must have a valid driver's license and operate vehicles in accordance with applicable motor vehicle laws while on duty.
3. 3) The Department must approve any security modifications to vehicles that include addition of security screens, plexiglass partitions or window borders, or other modifications.
