1. a) Any petition seeking rejection of a Negotiated Agreement shall:

   1. 1) Be verified;
   2. 2) Identify the Negotiated Agreement for which rejection is sought;
   3. 3) Identify all parties to the Negotiated Agreement for which rejection is sought;

   4. 4) Be accompanied by verified written statements and exhibits to support the petitioner's position that:

      1. A) the agreement, or any portion of the agreement, discriminates against a carrier not a party to the Negotiated Agreement; and/or
      2. B) implementation of the Negotiated Agreement, or any portion of the agreement, would be inconsistent with the public interest; and
   5. 5) Be served on each party to the Negotiated Agreement.
2. b) Each party to the Negotiated Agreement shall be deemed a party in a proceeding seeking rejection of the Negotiated Agreement.
