1. a) Have never been subject to tariff regulation, except incidental activities, by either the Commission or the FCC; or
2. b) Have been preemptively detariffed in both jurisdictions by the FCC (e.g., customer premises equipment, enhanced services, and installation and maintenance of inside wiring).

Each carrier is required to have on file at the carrier's headquarters and available to Commission Staff, upon request, a description of each nonregulated activity offered. Nonregulated activities include those that:
