1. a) This Part shall apply to electric utilities and those telecommunications carriers subject to Section 8-505 of the Public Utilities Act [220 ILCS 5/8-505].
2. b) The Illinois Commerce Commission adopts as its rules the following portions of the National Electrical Safety Code C2-2017 (2017 edition, approved April 26, 2016, published by the Institute of Electrical and Electronics Engineers, Inc., 3 Park Avenue, New York NY 10016-5997):

3. 1) Section 2 (Definitions of Special Terms);

   1. 2) Section 9 (Grounding Methods of Electric Supply and Communications Facilities);
   2. 3) Part 2 (Sections 20-27: Safety Rules for the Installation and Maintenance of Overhead Electric Supply and Communication Lines); and
   3. 4) Part 3 (Sections 30-39: Safety Rules for the Installation and Maintenance of Underground Electric Supply and Communication Lines).
   4. c) No incorporation in this Part includes any later amendment or edition.
