1. a) prehearing briefs on specified issues;
2. b) prehearing oral presentations on specified issues; and/or
3. c) the submission of prehearing draft orders or statements outlining the issues in dispute and key facts, and identifying the applicable statutes, rules, orders, or other authorities.

The Hearing Examiner may at any time on his or her own initiative, or on motion of any party or Staff, consider the need for, and request as appropriate on a case by case basis:
