1. a) Subject to appropriation, moneys in the fund shall be used for rural health programs. Disbursements from the fund will be based on the following percentages:

2. 1) 60.2% shall be distributed to the Department of Public Health;

   1. 2) 26.3% shall be distributed to the Board of Trustees of Southern Illinois University; and
   2. 3) 13.5% shall be distributed to the Board of Trustees of the University of Illinois.
   3. b) The Department's Center for Rural Health shall administer the Fund. (Section 5.5 of the Act)

As referenced in Section 5.5 of the Act, the Rural/Downstate Health Access Fund is a special fund in the State Treasury. Moneys from gifts, grants, or donations made to the Center for Rural Health shall be deposited into the Fund.
