1. a) In determining which applications will be accepted, the Department will apply the following criteria:

   1. 1) The individual's commitment to serve in a medical facility in a designated shortage area in Illinois;
   2. 2) The availability of the individual for service, with highest consideration given to individuals who will be available for service at the earliest date; and
   3. 3) Greatest documented eligible educational indebtedness of an applicant.
2. b) Applicants will be notified as to whether the application is approved or denied. The notice will be made by regular U.S. Mail or other written communication.
