AUTHORITY: Implementing and authorized by the Surface Mining Control and Reclamation Act of 1977 (30 U.S.C. 1201 et seq.; and 30 CFR 816, 817 and 850) and the Surface Coal Mining Land Conservation and Reclamation Act [225 ILCS 720].DEPARTMENT OF NATURAL RESOURCES
The following term has the specified meaning:
"Blaster" means a person directly responsible for blasting operations in surface coal mining operations who is certified under this Part.
