1. a) To ensure, as required by Section 9.06 of the Surface Coal Mining Land Conservation and Reclamation Act (Ill. Rev. Stat. 1985, ch. 96 1/2, par. 7909.06) (State Act), that each employee does not have a direct or indirect financial interest in any surface coal mining operation.
2. b) To define the Director's monitoring, enforcing, and reporting responsibilities pursuant to Section 9.06 of the State Act.
