1. a) The business must be owned and controlled by veterans and/or service-disabled veterans;
2. b) It must be a small business that does not exceed the sales limitation established in the definition in Section 20.20;
3. c) It must be an authorized business registered within the State of Illinois;
4. d) Qualified veterans who are Illinois residents must hold 51% of ownership of the business; and

5. e) The business home office must be in the State of Illinois.
