1. a) if the contract:

   1. 1) was established by sealed bid or sealed proposal; or
   2. 2) is not required by the Illinois Procurement Code to be bid;
2. b) if the price is reasonable;
3. c) if an existing contract of the OAG would not be violated;
4. d) if allowed by the vendor;
5. e) if necessary State contract terms can be added; and
6. f) if State legal requirements are otherwise followed.
