1. a) When an agency accumulates a sufficient quantity of scrap to justify selling it, the agency shall request authorization from the Department to hold a scrap sale.

2. b) All requests to hold scrap sales must include:

   1. 1) general description of scrap to be offered for sale;
   2. 2) approximate weight of scrap;
   3. 3) location of scrap; and
   4. 4) agency employee to contact to arrange for viewing.
3. c) Agencies authorized to hold scrap sales are solely responsible for conducting the sale, including placing and paying for notices advertising the sale and receiving and opening bids.
