c) Proposals shall not be reviewed until after the deadline for submission has passed.

1. d) Proposals must meet all material requirements of the RFP or they may be rejected as non-responsive.
2. e) CDB shall have the right to reject any and all proposals subject to approval by the CPO.
3. f) CDB shall maintain a record of the evaluation scoring to be disclosed in event of a protest.
4. g) CDB shall include the following criteria in the Phase 2 technical evaluation of DB entities:
5. 1) compliance with objectives of the project;
6. 2) compliance of proposed services to the RFP requirements;
7. 3) quality of products or materials proposed;
8. 4) quality of design parameters;
9. 5) design concepts;
10. 6) innovation in meeting the scope and performance criteria;
11. 7) constructability of the proposed project;
12. 8) other relevant criteria deemed necessary by CDB.

h) CDB shall include the following criteria in every Phase 2 cost evaluation:

1. 1) total project cost;
2. 2) construction costs;
3. 3) time of completion;

4. 4) other relevant criteria deemed necessary by CDB;

   1. 5) a total project cost criteria weighting factor of 25% in accordance with 30 ILCS 537/30(c).
5. i) CDB shall directly employ or retain a licensed design professional to evaluate the technical and cost submissions to determine if the technical submissions are in accordance with generally accepted industry standards.
