1. a) presentation, argument and disposition of motions preliminary to a hearing on the merits of the matters raised in the complaint;
2. b) presentation of opening statements;
3. c) appellant's case in chief;
4. d) respondent's case in chief;
5. e) appellant's case in rebuttal;
6. f) statements from interested citizens;
7. g) appellant's closing argument;
8. h) respondent's closing argument;
9. i) appellant's rebuttal argument;
10. j) presentation and argument of all motions, proposed findings and conclusions prior to final order.
