Rev. Stat. 1991, ch. 95 1/2, par. 18c-1202) and Section 10-101 of the Public Utilities Act (Ill. Rev. Stat. 1991, ch. 111 2/3, par. 10-101).ILLINOIS COMMERCE COMMISSION
