1. a) the reason for the proposed project;
2. b) a description of the proposed project;
3. c) an estimated cost of the proposed project;
4. d) a proposed schedule for completion of the proposed project;
5. e) a summary of prior environmental assessments;
6. f) an explanation of the applicant's relationship to the brownfields site; and
7. g) a strategy for loan repayment.

Every loan applicant shall submit to the Agency a pre-application that, at a minimum, includes the following items:
