a) Criteria for awarding loans shall include, but shall not be limited to, the following:

1. 1) Credit worthiness and ability to repay the loan;
2. 2) Potential for economic redevelopment;
3. 3) Long-term benefits and sustainability;
4. 4) Strength of community and local support;
5. 5) Interest of potential future users of the brownfields site;
6. 6) Protection of human health and the environment; and
7. 7) A written commitment by the loan recipient or other entity to enter the brownfields site into the Site Remediation Program.
