1. a) Criteria for awarding grants shall include, but shall not be limited to, the following:
2. 1) Problem statement and needs assessment;
3. 2) Community-based planning and involvement;

4. 3) Implementation planning;

   1. 4) Long-term benefits and sustainability (Section 58.13(a)(2) of the Act); and
   2. 5) Whether the applicant has previously received a grant under this Program.
   3. b) In awarding grants, the Agency may give weight to geographic location to enhance geographic distribution of grants across this State (Section 58.13(a)(3) of the Act).
