Contingency Plan for Permitted Landscape Waste Compost Facilities
AUTHORITY: Implementing Sections 5, 21, 22.33, 22.34, 22.35 and 39 and authorized by Section 27 of the Environmental Protection Act [415 ILCS 5/5, 21, 22.33, 22.34, 22.35, 27 and 39].POLLUTION CONTROL BOARD
a) A contingency plan must be established, addressing the contingencies set forth in Section 830.202(c) and the following additional contingencies:
1) Equipment breakdown;
2) Odors;
3) Unacceptable waste delivered to the facility;
4) Groundwater contamination;
5) Any accidental release of special waste; and
6) Conditions such as fires, dust, noise, vectors, power outages and unusual traffic conditions.
b) The facility contingency plan must be available on-site and implemented as necessary.
