Duties and Qualifications of Key Personnel

AUTHORITY: Implementing Sections 7.2, 21, 21.1, 22, 22.17, and 22.40 and authorized by Section 27 of the Environmental Protection Act [415 ILCS 5/7.2, 21, 21.1, 22, 22.17, 22.40, and 27].POLLUTION CONTROL BOARD

a) Duties and Qualifications of the Operator
The operator shall designate a third party contractor, a person other than the operator or an employee of the operator, as the construction quality assurance (CQA) officer.
b) Duties and Qualifications of the CQA officer
1. 1) The CQA officer shall supervise and be responsible for all inspections, testing and other activities required to be implemented as part of the CQA program under this Subpart.
2. 2) The CQA officer shall be a professional engineer.
