a) When necessary to demonstrate continuing compliance with the Act and Board regulations, the Agency will include requirements for coal sampling, analysis, record-keeping and reporting as conditions in permits for coal-fired fuel combustion sources. Such conditions may require that:

1. 1) The coal shall be sampled, analyzed for ash, sulfur, Btu and moisture content and the results of the analyses reported to the Agency in accordance with the schedule specified in the permit;
2. 2) The permittee shall maintain records of the coal delivered, the coal sampled, and results of the analyses in accordance with the schedule specified in the permit; and
3. 3) The Agency shall be allowed to sample all coal delivered to or burned at the facility and, upon request, shall be furnished replicate coal samples for analysis.
