a) Grant financial assistance is limited to:

1. 1) Sufficient appropriation by the State and the availability of cash deposited into the applicable fund from the applicable funding source; and
2. 2) Approved allowable costs as defined by this Part and identified in the grant agreement.
3. b) The Agency may elect to partially fund a grant project by funding discrete portions or phases of the project scope of work.
