1. a) Public notice of the preparation of a draft permit (including a notice of intent to deny a permit application) required under Section 705.161 must allow time for public comment, as follows:
2. 1) For UIC permits, at least 30 days ; or

3. 2) For RCRA permits, at least 45 days.

   1. b) Public notice of a public hearing must be given at least 30 days in advance of the hearing.

   2. c) Public notice of a hearing may be given at the same time as public notice of the draft permit, and the two notices may be combined.
