1. a) The Agency must give public notice whenever any of the following actions have occurred:

   1. 1) A permit application has been tentatively denied under Section 705.141(b);
   2. 2) A draft permit has been prepared under Section 705.141(c); and
   3. 3) A hearing has been scheduled under Section 705.182.
2. b) No public notice is required when a request for permit modification or reissuance is denied under Section 705.128(b). Written notice of any such denial must be given to the requester and to the permittee.

3. c) A public notice may describe more than one permit or permit action.
