1. a) Is operated for the purpose of commercial application; or
2. b) Stores or accumulates pesticides prior to distribution to retail sales outlets, including a unit that is a warehouse or bulk terminal.
3. c) Despite subsections (a) and (b), this Subpart does not apply to any unit exempt under Section 615.105.

This Subpart applies to any existing unit for the storage and handling of pesticides that is located wholly or partially within a setback zone or regulated recharge area and that:
