1. a) Controls, minimizes, or eliminates, to the extent necessary to protect human health and the environment, post-closure escape of waste, waste constituents, leachate, contaminated runoff, or waste decomposition products to soils, groundwaters, surface waters, and the atmosphere;
2. b) Minimizes the need for maintenance during and beyond the post-closure care period; and
3. c) Complies with the closure requirements of 35 Ill. Adm. Code: Subtitles C and G.

The owner or operator must close the unit in a manner that:
