These rules are adopted by the Illinois Environmental Protection Agency (Agency) pursuant to Section 4(1) and (m) of the Environmental Protection Act (Illinois Revised Statutes 1981, Chapter 111½, par. 1004), (Act) and implement 40 CFR 35.935-12.
