1. a) The waste is treated, rendered, or mixed before or immediately after placement in the treatment process or equipment so that both of the following conditions are fulfilled:

   1. 1) The resulting waste, mixture, or dissolution of material no longer meets the definition of ignitable or reactive waste under 35 Ill. Adm. Code 721.121 or 721.123, and
   2. 2) Section 725.117(b) is complied with; or
2. b) The waste is treated in such a way that it is protected from any material or conditions that may cause the waste to ignite or react.

Ignitable or reactive waste must not be placed in a treatment process or equipment unless either of the following conditions exists:
