1. a) The requirements of this Part shall apply to any new participating source, a source not operating prior to May 1, 1999, located in the Chicago area, that:

   1. 1) emits or has the potential to emit 25 tons per year or more of VOM or is required to obtain a CAAPP permit; and
   2. 2) has or will have seasonal emissions of at least 10 tons of VOM.
2. b) Each new participating source shall hold ATUs, as specified in Section 205.150(d) of this Part.
