a) The IEPA will examine available information and determine, based on the factors in Section 750.466 of this section, the type or types of remedial response that may be needed to remedy the release. This scoping will serve as the basis for requesting funding for a remedial investigation and feasibility study:

1. 1) In the case of initial remedial measures, a single request may be made by IEPA for funding the remedial investigation, feasibility study, design and implementation, in order that such measures may be expedited while continuing the remainder of the remedial planning process;
2. 2) In the case of source control or off-site remedial action, the initial funding request should be for the remedial investigation and feasibility study. Request for funding of design and implementation should be made after the completion of the feasibility study.
