1. a) In order to receive a loan under the PWSLP, loan applicants must apply with the Agency using the loan application process outlined in Subpart C. The process requires that:

   1. 1) the loan applicant submits a Funding Nomination Form pursuant to Section 662.310;
   2. 2) the loan applicant submits a Project Plan pursuant to Section 662.320;
   3. 3) the project undergoes State environmental review under Section 662.330;
   4. 4) the project be placed on the Project Priority List pursuant to Section 662.340; and

   5. 5) the loan applicant submits the following information:

      1. A) a loan application as required by Section 662.350(a);
      2. B) contracts for personal or professional services as required by Section 662.350(b);
      3. C) a construction permit application, if necessary, as required by Section 662.350(c);
      4. D) pre-bidding plans and specifications with certification form, as required Section 662.350(d); and
      5. E) bidding evaluation and certification forms as required by Section 662.350(e).
2. b) Loan applicants shall not execute a notice to proceed authorizing the initiation of construction until the loan agreement has been fully secured and executed.
