b) The Agency shall not pay more than 90% of the State share of any project unless the applicant has certified that the following training and documents have been provided for the operation and maintenance of the equipment and process units included in the project:

1. 1) Training by the manufacturer or the grantee's consulting engineer pertaining to the proper operation and maintenance of the equipment and process units included in the project; and
2. 2) An operation and maintenance reference library which includes, but is not limited to approved shop drawings, manufacturers literature, and warranties as well as a maintenance schedule for the equipment and process units included in the project.
