Right to Legal Counsel
AUTHORITY: Implementing and authorized by Section 4 of the Environmental Protection Act [415 ILCS 5] and Section 5-10(a)(i) of the Illinois Administrative Procedure Act [5 ILCS 100].ENVIRONMENTAL PROTECTION AGENCY
a) Any party may appear and be heard through an attorney at law authorized to practice in the State of Illinois.
b) In any proceeding before the Agency, a natural person may appear and be heard on his own behalf.
