1. a) to set forth the practice and procedures to be followed by the Illinois Environmental Protection Agency (Agency) in conducting informational permit and closure plan hearings;
2. b) to provide opportunity for the public to understand and comment on permit and closure plan applications and associated actions of the Agency;
3. c) to establish procedures by which the Agency consults interested or affected segments of the public;
4. d) to enable the Agency to fully consider and respond to public concerns;
5. e) to encourage cooperation between the Agency and other governmental bodies;
6. f) to foster openness among the Agency, other governmental bodies and the public; and
7. g) to comply with State and federal requirements.
