1. a) Each of the 35 Regional Offices of Education established pursuant to Section 3A‑4 of the School Code [105 ILCS 5/3A-4] shall provide the services and programs required under Section 525.10 of this Part. The counties comprising each of these offices are as follows:
2. 1) Region 1: Adams, Brown, Cass, Morgan, Pike and Scott counties
3. 2) Region 3: Bond, Christian, Effingham, Fayette and Montgomery counties
4. 3) Region 4: Boone and Winnebago counties
5. 4) Region 8: Carroll, JoDaviess and Stephenson counties

6. 5) Region 9: Champaign and Ford counties

   1. 6) Region 11: Clark, Coles, Cumberland, Douglas, Edgar, Moultrie and Shelby counties
7. 7) Region 12: Clay, Crawford, Jasper, Lawrence and Richland counties
8. 8) Region 13: Clinton, Jefferson, Marion and Washington counties
9. 9) Region 16: DeKalb County
10. 10) Region 17: DeWitt, Livingston, Logan and McLean counties
11. 11) Region 19: DuPage County

12. 12) Region 20: Edwards, Gallatin, Hamilton, Hardin, Pope, Saline, Wabash, Wayne and White counties

    1. 13) Region 21: Franklin, Johnson, Massac and Williamson counties
    2. 14) Region 24: Grundy and Kendall counties
    3. 15) Region 26: Fulton, Hancock, McDonough and Schuyler counties
    4. 16) Region 28: Bureau, Henry and Stark counties

    23. 35) Region 56: Will County

        1. b) The Regional Superintendent of Schools in each ROE shall serve as the chief administrator for the services and programs specified by Section 525.10. The chief administrator shall have the following responsibilities:

           1. 1) oversee personnel who are necessary to carry out the services and programs pursuant to Section 525.10;

    24. 2) oversee fiscal accounts and the receipt and disbursement of funds; and

        1. 3) prepare and submit information as directed by the State Superintendent of Education.
