1. a) Unless otherwise specified, the Director or Chief Administrative Officer may delegate responsibilities stated in this Subpart to another person or persons or designate another person or persons to perform the duties specified.
2. b) No other individual may routinely perform duties whenever a Section in this Subpart specifically states the Director or Chief Administrative Officer shall personally perform the duties. However, the Director or Chief Administrative Officer may designate another person or persons to perform the duties during periods of temporary absence or in an emergency.

3. c) Facility Publication Review Officers.

   1. 1) The Chief Administrative Officer shall appoint at least two employees at the facility to serve as Facility Publication Review Officers.
   2. 2) Facility Publication Review Officers are responsible for reviewing publications received by individuals in custody.

4. d) Central Publication Review Committee.

   1. 1) The Director shall establish a Central Publication Review Committee consisting of at least four representatives, including one from the Operations Division and one from Program Services.
   2. 2) The Central Publication Review Committee, as the designee for the Director, shall make final determinations regarding the admissibility of publications received at facilities. The Committee shall also maintain an up-to-date Statewide Publications Determination List.
