1. a) The current rulemaking procedures of this Commission are those set forth in the Illinois Administrative Procedure Act [5 ILCS 100]. These are depicted in Appendix A.
2. b) All interested persons who wish to submit comment must do so in writing.
3. c) Emergency Rulemaking: When, in the opinion of the Commission, an emergency situation exists which reasonably constitutes a threat to the public interest, safety, or welfare, emergency rules may be passed in accordance with the Illinois Administrative Procedure Act.
