1. a) The issuance, amendment or revocation of any rule shall be initiated by filing a notice in the Illinois Register in accordance with the procedure set forth in Section 5-40 of the Illinois Administrative Procedure Act (Ill. Rev. Stat. 1991, ch. 127, par. 1005-40).
2. b) Emergency and peremptory rulemaking shall be in accordance with the procedure set forth in Sections 5-45 and 5-50 of the Illinois Administrative Procedure Act.
3. c) Section 5-15 of the Illinois Administrative Procedure Act requires each agency to maintain a description and organization chart, information on the agency's programs, a listing of the agency's rules, and a description of the rulemaking process. The rules required by this Section may be adopted, amended, or repealed by filing a certified copy with the Secretary of State as provided by paragraphs (a) and (b) of Section 5-65 and may become effective immediately (quoted from Section 5-15 of the Illinois Administrative Procedure Act).
