1. a) be capable of detecting authorized and unauthorized entry through use of a coded locking system, e.g., card identification;
2. b) detect unauthorized entry and notify the Board and/or the State Director of Mutuels prior to the next program; and
3. c) contain procedures for entry to the facilities outside normal operating hours.

Each organization licensee shall provide a security system for the facilities housing the totalizator computers when such equipment is on site. Such security system shall:
