Licenses shall be granted for the operation of those junkyards within one thousand (1,000) feet of the nearest edge of the right-of-way of any highway on the interstate or primary system meeting the following requirements:

1. (1) Are screened by natural objects, plantings, fences or other appropriate means so as to render them invisible from the traveled way of the highway involved; or
2. (2) Located within areas which are zoned for industrial use under authority of state law or in unzoned industrial areas as determined by the board; or
3. (3) Are not visible from the main traveled way of the highway involved; or
4. (4) Are to be screened by the board as provided in section 40-313(4), Idaho Code; or
5. (5) Are to be relocated, removed or disposed of by the board as provided in section 40-313(4), Idaho Code.
