571—56.3(456A,481A) Eligibility requirements.

1. 56.3(1)  Applicant requirements. The entity submitting the application must meet the requirements of this subrule. The entity must:

   1. a. Allow public access;
   2. b. Be free of any unresolved close-out issues on prior grant projects;
   3. c. Ensure that the shooting range will be located on property owned by the applicant or that the property is enrolled in a long-term lease of at least 25 years;
   4. d. Have liability insurance unless not required by law; and
   5. e. Make the range available for department hunter education courses, department hunter and recreational shooter recruitment efforts, department archery programs, and Scholastic Clay Target Program and Scholastic Action Shooting Program activities.

2. 56.3(2)  Eligible entities. The following entities are eligible to apply for development grants:

   1. a. Iowa-based shooting sports organizations.
   2. b. Iowa primary and secondary public and private schools.
   3. c. Iowa public and private colleges and universities.
   4. d. Iowa nonprofit corporations.
   5. e. Public ranges not owned by the state.
   6. f. City park and recreation agencies, or county governments.
3. 56.3(3)  Ineligible entities. Privately owned for-profit ranges and state-owned-and-operated public ranges are not eligible for development grants.

The applicant must submit an application and all supporting documents in a timely manner.
