The presiding officer may resolve preliminary procedural motions by telephone or electronic conference in which all parties have an opportunity to participate. Other telephone or electronic proceedings may be held with the consent of all parties. The presiding officer will determine the location of the parties for telephone or electronic hearings. The convenience of the parties, as well as the nature of the case, will be considered when location is chosen.
