   1. a. Personnel contribution of the water protection fund.
   2. b. Personnel contribution of project applicants and participants.

3. 21.32(3)  Project operating expenses.

   1. a. Project expense contribution from the water protection fund.
   2. b. Project expense contribution from applicants and participants.
