Said notice shall in all cases be served:

1. 1. By publication in the county in which the petition is filed, once each week for three consecutive weeks, in a newspaper designated by the court; and
2. 2. Upon all the alleged distributees of the estate of said absentee by ordinary mail addressed to them at their last known address.
