As used in this chapter:

1. 1. “Department” means the department of education.
2. 2. “Director” means the director of the department of education.
3. 3. “Online learning” and “online coursework” mean educational instruction and content which are delivered primarily over the internet. “Online learning” and “online coursework” do not include print-based correspondence education, broadcast television or radio, videocassettes, or stand-alone educational software programs that do not have a significant internet-based instructional component.
4. 4. “State board” means the state board of education.
5. 5. “Telecommunications” means narrowcast communications through systems that are directed toward a narrowly defined audience and includes interactive live communications. “Telecommunications” does not include online learning.
