As used in this chapter, unless the context otherwise requires:

1. 1. “Commissioner” means the commissioner of public safety.
2. 2. “Controlled substance” means the same as defined in section 124.101.
3. 3. “Counterfeit substance” means the same as defined in section 124.101.
4. 4. “Department” means the department of public safety.
5. 5. “Peace officer” means a peace officer of the department as defined in section 97A.1.
