To be eligible for a contract under section 13.20, an organization must:

1. 1. Be a nonprofit organization chartered in the state.
2. 2. Have attorneys admitted to practice in the Iowa supreme court and the United States district courts.
3. 3. Have offices throughout the state of Iowa.
4. 4. Have attorneys and staff qualified to address agricultural legal problems and agricultural credit problems affecting financially distressed farmers.
