1. (a) Each county plan and subsequent revision shall include:

   1. (1) A program element; and

   2. (2) A facility capacity and siting element.

      A county may include additional elements at its discretion.

2. (b) The program element shall include at a minimum:

   1. (1) A waste stream assessment component;
   2. (2) A source reduction component;
   3. (3) A recycling and bioconversion component;
   4. (4) An energy-balance component;
   5. (5) A special waste component;
   6. (6) A household hazardous waste component;
   7. (7) A public education and information component;
   8. (8) A landfill and incineration component;
   9. (9) A marketing and procurement of materials component;
   10. (10) A program implementation component; and
   11. (11) A program funding component.

3. (c) The facility capacity and siting element shall include at a minimum:

   1. (1) An existing capacity and future needs component;
   2. (2) A facility implementation component; and
   3. (3) An enterprise zone component.
