The office shall increase the State's wildfire readiness capacity to the extent that the office of the governor receives funding for the increase, by means including:

1. (1) Increasing the number of fire prevention personnel and fire administrative support personnel to address planning, communications, training, deployment, and safety;
2. (2) Implementing innovative technologies and modernizing systems to expedite fire resource deployment in an efficient and safe manner;
3. (3) Entering into contracts or agreements with federal or state agencies, counties, other states, corporations, and authorities, having jurisdiction for fire prevention, suppression, coordination, and response; and
4. (4) Coordinating with the Hawaii emergency management agency.
