Rule 82-3-1-.32. Additional Crisis Service Center (CSC) and Temporary Observation (Temp Obs) Requirements

A CSU under contract to operate a CSC and/or Temp Obs is expected to comply with the following in the administration of those functions:

1. 1. Program Description. A CSU under contract to operate a CSC and/or Temp Obs shall have a description of services which shall clearly states that the distinct, yet interrelated roles of the CSU, CSC and/or Temp/Obs as a program is designed as an alternative and/or diversion to hospitalization.
2. 2. Evaluation and Admission. The CSU under contract to operate a CSC and/or Temp Obs must follow admissions and exclusion criteria as defined in the DBHDD Provider Manual for Community Behavioral Health Provider.

3. 3. Provision of Individualized Care. A licensed staff shall, at a minimum:

   1. a. Conduct an assessment of the individual;
   2. b. Document the rationale for proposed interventions, as applicable;
   3. c. Assess the individual's response to care and services provided; and
   4. d. Assess status of the individual to determine continuity of care or referral to community services.

4. 4. Environment of Care

   1. a. If the facility operates an area where individuals are evaluated and/or observed prior to admission determination being made, the facility has a secure area where individuals who are being evaluated on an involuntary basis can be held;
   2. b. The CSC/Temp Obs shall have at least one (1) operable, non-pay telephone which is private and accessible at reasonable times for use by the individual; and is not located within the CSU residence space.
